Yes as the drum manufacturing companies try to cut down the costs of those less expensive drum sets, some parts will be of a very low quality. Like the skins, no point to even talk about it, - just get your self a set of new ones. Try Remo for example. Other parts to look out for are usually the cymbals, and the hardware, specially the rims. - There absolutely no point to save money by purchasing a cheap drum set with a bad or non standard rims, as you will spend around $20 (and more) for each rim later on, and that adds up to more than $100 for a set of rims for a 5 piece drum set.
